Full Abstract
By requiring providers to ask Medicaid patients to prove citizenship, the government is creating a quandary:
providers can comply and potentially lose millions in reimbursements or forfeit matching funds if they don't. Ironically, the mandate could cause millions of eligible patients to lose health coverage because they can't supply the documents, says Ron Pollack, left.
